New Assignments For Ontario Deputy Ministers

Premier Dalton McGuinty announced the following new deputy minister appointments, effective September 7, 2010 unless otherwise indicated:
  • Carol Layton as Deputy Minister of Transportation, effective September 4, 2010. Ms. Layton is currently the Deputy Minister of Revenue and was formerly the Deputy Minister for Results Delivery in Cabinet Office, Deputy Minister of Citizenship and Deputy Minister Responsible for Seniors and Women's Issues. She has also served as the Assistant Deputy Minister, Program Management and Estimates, Management Board Secretariat. She has held senior management positions in the ministries of Health and Long-Term Care, Finance, Attorney General, and Treasury and Economics. Ms. Layton has an honours Bachelor of Environmental Studies from the University of Waterloo.

  • Stephen Orsini as Deputy Minister of Revenue in addition to his current responsibilities as Associate Deputy Minister, Office of the Budget, Taxation and Pensions in the Ministry of Finance. He was previously Assistant Deputy Minister of the Office of the Budget and Taxation in the Ministry of Finance and Vice-President of Policy and Public Affairs and Director of Policy and Research with the Ontario Hospital Association. Mr. Orsini has a Bachelor of Applied Arts in urban and regional planning from Ryerson University and a Masters in Environmental Studies (economic development) from York University.

  • John Burke as Deputy Minister of Agriculture, Food and Rural Affairs. Mr. Burke is currently Deputy Minister of Community Safety in the Ministry of Community Safety and Correctional Services. He was previously Deputy Minister of Municipal Affairs and Housing and Deputy Minister of Natural Resources. He has also served as the Chief Administrative Officer for the Cities of Ottawa, Dartmouth, Nova Scotia, Gloucester, North Bay and the Regional Municipality of Halton. He has held a number of senior management positions in municipal administration in Grande Prairie, Alberta, and in Halifax and Richmond, Nova Scotia. Mr. Burke has a Bachelor of Commerce from St. Mary's University, a Diploma in Public Administration from the University of Western Ontario and has studied labour relations at Queen's University.

  • Ian Davidson as Deputy Minister of Community Safety in the Ministry of Community Safety and Correctional Services.  Mr. Davidson is currently the Commissioner of Community Safety and the Commissioner of Emergency Management in the Ministry of Community Safety and Correctional Services. He was formerly the President of the Ontario Association of Chiefs of Police and Sudbury's Police Chief. Mr. Davidson has a BA in law and political science from Carleton University, attended the Senior Management Program at the FBI in Quantico, Virginia and the Executive Program in Leadership at the Rotman School of Management, University of Toronto.

  • David Lindsay as Deputy Minister of Energy. Mr. Lindsay is currently the Deputy Minister of Energy and Infrastructure and was formerly the Deputy Minister of the ministries of Northern Development, Mines and Forestry, Natural Resources, Tourism and the Acting Deputy Minister of Culture. He was President and CEO of the Association of Colleges of Applied Arts and Technology. In the past he was the CEO of the Ontario SuperBuild Corporation in the Ministry of Finance and President and CEO of the Ontario Jobs and Investment Board in Cabinet Office. Before joining the Ontario Public Service in 1997, Mr. Lindsay was Principal Secretary to the Premier of Ontario for two years. Mr. Lindsay has a Bachelor of Commerce from Queen's University.

  • Drew Fagan as Deputy Minister of Infrastructure and Deputy Minister Responsible for Seniors. Mr. Fagan is currently Deputy Minister of Tourism and Culture, with responsibility for Seniors. He was formerly the Assistant Deputy Minister, Strategic Policy and Planning, in the Department of Foreign Affairs and International Trade Canada. His responsibilities have included policy development and analysis, business planning, public diplomacy, economic modelling and analysis and federal-provincial coordination on foreign and trade policy. Mr. Fagan also served as the Prime Minister's representative to the Asia-Pacific Economic Cooperation (APEC) forum and summit process. Prior to this, he had an extensive career in journalism, primarily at The Globe and Mail where he held many of the newspaper's senior positions, including Ottawa Bureau Chief, Editorial Page Editor and columnist, and Washington correspondent. He has a Bachelor of Commerce from Queen's University and an M.A. from the University of Western Ontario.
