Honourable James M. Donnelly nominated for Ontario Racing Commission

QUEEN'S PARK, Feb. 2 - The Honourable James M. Donnelly has been nominated as the Vice Chair of the Ontario Racing Commission (ORC), Minister of Government Services Gerry Phillips announced today. "I am pleased someone of James Donnelly's calibre is interested in serving on the Board of the ORC," said Minister Phillips. "This nomination supports the government's commitment to fulfil its responsibilities in ensuring the honesty and integrity of horseracing by regulating the industry in the public interest." Mr. Donnelly served as a trial judge in the Ontario Superior Court of Justice from 1999 to 2005. He was called to the bar in 1954 and was a partner in the law firm Donnelly & Murphy for 31 years focusing on criminal defence and civil litigation. Mr. Donnelly is well known in southwestern Ontario for his support and involvement in standardbred racing. "I look forward to joining the Commission and becoming actively involved and working closely with the horse racing community," said Donnelly. ORC Chair Rod Seiling echoed these comments. "James Donnelly's experience, high ethical standards and excellent communication skills will be a valuable asset to the ORC as it strives to fulfil its mandate to govern horse racing in a manner that promotes high standards of honesty, integrity, business practices and accountability." The ORC is a Crown agency of the Ontario government responsible for regulating the horse racing industry in Ontario. The ORC acts in the public interest to govern, direct, control and regulate the horse racing industry and to ensure public confidence in the honesty and integrity of the industry. Members of the ORC are appointed by the Lieutenant Governor in Council through Orders-in-Council, and their nominations by Cabinet are subject to Standing Committee on Government Agencies review. In December 2000, the ORC was converted into a self-financing regulatory agency with a Governing Board. This change in structure, established by the Racing Commission Act, 2000, confirmed the Commission's status as an independent decision-making body.
