Opportunities Ontario: Provincial Nominee Program

Ministry of Citizenship and Immigration

What is Opportunities Ontario?

Opportunities Ontario: Provincial Nominee Program allows the province to select economic immigrants to help Ontario grow and prosper. The program is mandated under the Canada-Ontario Immigration Agreement (COIA).

What's changed?

International PhD graduates of Ontario's publicly-funded universities no longer need an offer of employment to apply to the program and ultimately become permanent residents. Federal requirements for permanent residence, such as medical and security checks, remain.

What remains the same?

Employers can continue to recruit foreign workers and international students, including those graduates in Masters and undergraduate programs to meet their human resource needs. All positions must be permanent and full-time in skilled occupations including management, professional, and high skilled trades.

Investors who invest at least $3 million in Ontario and create at least five permanent, full time jobs for Ontarians can recruit foreign workers to ensure the long-term success of their investment.

Qualified individuals are nominated by Ontario for expedited permanent residence from the federal government and must meet Citizenship and Immigration Canada admissions requirements such as medical and security checks.
