Ontario's Emergency Preparedness Exercises
Exercise Huron Resolve is one of many emergency exercises that Ontario has participated in or led in the last 15 years. Full-scale exercises typically involve multiple agencies and governments, deal with complex scenarios and simulate real events to the greatest extent possible.
Emergency exercises are a critical component of ensuring preparedness for emergency management and response agencies. Municipalities across Ontario participate in exercises every year to maintain their readiness to respond to real emergencies.
Ontario's past emergency exercises include:
Exercise Pickering 2003: A functional nuclear exercise led by Emergency Management Ontario (EMO) with provincial ministries, federal departments, Durham Region and Ontario Power Generation that tested the overall response and coordination to a nuclear emergency
Exercise TOPOFF 2: A full-scale counter-terrorism exercise based on simulated incidents initiated in the United States (Chicago and Seattle). Partners in the exercise included municipalities, other provinces, the federal government and the United States.
Fermi Nuclear Exercise 2004: A functional nuclear exercise led by EMO with provincial ministries, federal departments, the municipality of Amherstburg and Fermi 2 Nuclear Power Generating Station in Michigan that tested the overall response and coordination to a nuclear emergency.
Darlington Nuclear Exercise 2005: A functional nuclear exercise led by EMO with provincial ministries, federal departments, Durham Region and Ontario Power Generation that tested the overall response and coordination to a nuclear emergency.
Exercise Influenza Pandemic 2006: A table-top exercise, involving a number of provincial ministries that explored the provincial Continuity of Operations response to a pandemic.
Bruce Nuclear Exercise 2006: A functional nuclear exercise led by EMO with provincial ministries, federal departments, Durham Region and Bruce Power that tested the overall response and coordination to a nuclear emergency.
Exercise PLERP Pickering 2007: A telecommunications table-top exercise based on a simulated accidental spill of a radioactive (tritium) liquid emission from the Pickering Nuclear Generating Station. This exercise involved provincial ministries, City of Toronto, Region of Durham, Medical Officers of Health and Pickering Nuclear Generating Station/Ontario Power Generation.
Chalk River Nuclear Exercise 2007: A functional nuclear exercise led by EMO with provincial ministries, federal departments, Deep River/Laurentian Hills and Chalk River Laboratories that tested the overall response and coordination to a nuclear emergency.
2008 OPS Pandemic Antivirus Exercise: A functional exercise that involved a number of provincial ministries and tested the Ontario Public Service's response to a pandemic.
Exercise Trillium Response: A full-scale exercise simulating emergency response to severe weather events in the Thunder Bay area. Partners included several provincial ministries, NGOs, federal departments and local municipalities.
Exercise Trillium Sentry: A table-top exercise with municipal, federal and provincial partners in preparation for the G8/20 meetings in Toronto to review security and consequence management to potential G8/20 events.
Exercise Trillium Guardian: A full-scale exercise in preparation for the G8/20 with local municipalities, provincial ministries and federal departments that confirmed security and consequence management plans and arrangements.
Exercise Trillium Navigate: A table-top exercise, led by EMO, involving municipal, federal, provincial partners as well as non-governmental organizations to discuss plans to respond to terrorism on an urban transit system with a radiological component.
Exercise Trillium Resolve (Huron Challenge): A full-scale exercise which brought together almost 1,000 people from more than 50 agencies, including all levels of government, Bruce Power and non-governmental organizations.
Exercise Unified Resolve: A full-scale exercise designed to test the preparedness of Ontario Power Generation, government and non-government agencies and communities to respond to a nuclear event at Darlington Nuclear Generating Station.
Exercise Celebratory Spirit: A functional exercise that focused on the successful and safe delivery of the 2015 Pan and Parapan Am Games. Multiple stakeholders from the federal, provincial, municipal and private sectors across southern Ontario were involved.
Exercise Huron Resolve: A full-scale exercise incorporating various stakeholders in the federal, provincial, municipal and private sectors. Focusing on a multi-unit, multi-station emergency at Bruce Power, Exercise Huron Resolve tests the Provincial Nuclear Emergency Response Plan and the responses from the various organizations.
