Tools and Supports for Small Municipalities

Ministry of Infrastructure

Ontario's Government for the People is offering tools and supports to help the province's smallest municipalities to develop and improve their asset management plans.

Under the Asset Management Planning for Municipal Infrastructure regulation (O.Reg 588/17), which came into effect on January 1, 2018, all 444 municipalities across the province must prepare asset management plans for their infrastructure, such as bridges, roads and water treatment plants. An asset management plan is a strategic document that describes the characteristics and condition of infrastructure assets, the current and proposed levels of service, and a lifecycle management and financial strategy.

Ultimately, asset management planning can help maximize the benefits provided by infrastructure and stretch capital dollars by informing strategically-sound spending decisions.

One of the initiatives, known as AMP It Up 2.0, will provide expert, in-person assistance - up to 40 hours in some cases - from professionals who will offer tailored advice on municipal asset management plans and data collection processes. This assistance is being provided in response to requests from municipalities, some of which are looking for help to meet the new regulatory requirements.
