Ontario to Review Rules on Personal Emergency Leave for Auto Sector Workers

Reviewers Will Provide Independent Recommendations

Ontario will review the rules around personal emergency leave (PEL) for the auto sector. Two independent reviewers, Basil "Buzz" Hargrove and Stacey Allerton, will consult with the auto sector and will provide recommendations to the government.

On January 1, 2017, after consultation with industry experts, Ontario launched a personal emergency leave pilot project for the auto sector. The pilot project required auto sector employers with 50 or more employees to provide each employee with up to seven PEL days each year for illness, injury, medical emergency of the employee or a specified family member, or urgent matters of a family member, as well as up to three days for the death of a family member on each occasion of the passing of a loved one. The 50 employee threshold was removed as of January 1, 2018 and these rules now apply to all employers in the auto sector regardless of the number of employees.

The review will evaluate how this pilot project has impacted the auto industry in terms of competitiveness, job security, employment standards and growth of the sector in Ontario.

Ontario's plan to support care, create opportunity and make life more affordable during this period of rapid economic change includes a higher minimum wage and better working conditions, free tuition for hundreds of thousands of students, easier access to affordable child care, and free prescription drugs for everyone under 25, and 65 or over, through the biggest expansion of medicare in a generation.

  • Today’s announcement responds to the final report of the Changing Workplaces Review, conducted by Special Advisors C. Michael Mitchell and John C. Murray over the past two years. It is the first-ever independent review of the Employment Standards Act, 2000 and Labour Relations Act, 1995.
  • Basil "Buzz" Hargrove is the former National President of the Canadian Auto Workers union. He is currently serving as a Visiting Professor at Ryerson University's Ted Rogers School of Management.
  • Stacey Allerton, former Vice President of Human Resources for Ford Canada, has extensive collective agreement negotiations experience in Canada and the United States. Ms. Allerton served as Ford’s Chief Negotiator for four national agreements.
