Statement from the Minister of Transportation on Oversight and Accountability at Metrolinx

Today, Steven Del Duca, Minister of Transportation released the following statement:

"Metrolinx has finalized and submitted a report to the Minister of Transportation that summarizes work undertaken to enhance agency oversight, accountability and resource optimization as critical transit projects are built across the Greater Toronto and Hamilton area (GTHA). The report is in response to a letter of direction that I provided to the chair of Metrolinx's Board of Directors in March 2016.

The report outlines measures taken that will ensure resources are well-spent, provide value for money, and promote strong collaboration and communication between the ministry and the agency as Metrolinx carries out its important mandate of designing and delivering key transportation projects in the GTHA.

In a mandate letter sent to the Chair of Metrolinx, I have directed the organization to meet the accountability and transparency best practices that they have set out in their report. Specific actions outlined in the report include:

  • Improved financial reporting including requirements for items such as ridership, expenses and procurement tracking to assist the ministry in its oversight of Metrolinx.
  • Increasing efficiencies and value for money to ensure that public funds and assets are used responsibly and appropriately by Metrolinx.
  • Development of key performance indicators to ensure regular reporting to the ministry that will focus on areas including ridership, project progress, and on-time and on-budget delivery of projects.

This important work will help ensure enhanced agency oversight and accountability at Metrolinx. I am confident in Metrolinx's continued role in the design and delivery of key transportation projects throughout the Greater Toronto and Hamilton Area."
