THE GOVERNMENT OF ONTARIO
represented by the Minister of Community and Social Services and the Minister Responsible for Francophone Affairs
(hereinafter called « Ontario »)

AND

THE GOVERNMENT OF QUÉBEC
represented by the Ministre de l'Emploi et de la Solidarité sociale, the Ministre de la Santé et des Services sociaux and the Ministre responsable des Affaires intergouvernementales canadiennes, des Affaires autochtones, de la Francophonie canadienne, de la Réforme des institutions démocratiques et de l'Accès à l'information
(hereinafter called « Québec »)

Hereinafter called « the Parties »

Whereas in the context of the Ontario-Québec Cooperation Protocol, the Parties wish to acknowledge their important historic relationship and recognize that cooperation can contribute to improved public services in both provinces;

WHEREAS the Parties acknowledge the importance of social well-being and hereby agree that social services are an important area to be included in Appendix A of the Ontario-Québec Cooperation Protocol according to section 3.2;

WHEREAS, the Parties wish to set out in this Agreement the parameters of their collaboration related to social services;

WHEREAS the Parties, aware of their shared interest in matters of social services, have already initiated a certain number of initiatives for collaboration;

THEREFORE, THE PARTIES AGREE ON THE FOLLOWING:

1. PURPOSE OF THE AGREEMENT

The Parties agree to share information regarding social services and to exchange best practices that can facilitate improvements in knowledge development and delivery of social services.

2. AREAS OF COOPERATION

The Parties agree to share information regarding social services and to exchange best practices that can facilitate improvements in knowledge development and delivery of social services.

2.1 Social assistance

  1. Social assistance service delivery, which includes:
    1. The current client application process, eligibility requirements and assets and exemption policies;
    2. Streamlining the application process;
    3. Improvements to technology for service delivery;
    4. Models of one-window service delivery related to employment and training programs for social assistance recipients.
  2. Initiatives to help recipients become less dependent on income support programs;
  3. Basic training, learning and skills recognition for social assistance recipients.

2.2 Innovation and strategic planning

  1. Process of policy development, implementation, evaluation and strategies for communicating results;
  2. Operations, change management and integration of services;
  3. New management tools and processes to align all parts of the organization, including service delivery points, with the strategic directions set by senior leadership.

2.3 Attachment to Labour Market

  1. Programs and services available to help people with disabilities prepare for, obtain and maintain employment;
  2. Programs and services available to help people with disabilities prepare for, obtain and maintain employment;

2.4 Accessibility to services for people with disabilities

  1. Accessibility standards, including reporting and enforcement processes;
  2. Public awareness campaigns and research initiatives.

3. IMPLEMENTATION

3.1 The Parties will each designate an official for the application of this Agreement.

3.2 Acknowledging that the Coordination Committee established under the Ontario-Québec Cooperation Protocol will liaise with officials designated in the specific agreements related to the areas for cooperation listed under Section 2.2, Section 2.3, and Appendix A of the Protocol, the officials designated in section 3.1 will provide regular progress reports and updates to the Coordination Committee, as requested by the Coordination Committee, and in advance of its scheduled meetings.

4. GENERAL PROVISIONS

4.1 Nothing in this Agreement derogates from the powers, rights or privileges of the Legislatures or governments of Québec and Ontario, including any powers, rights or privileges relating to language, nor can it affect the interpretation of any legislation, regulation, by-law or order made under an Act, or the validity of the actions of the Province of Ontario or the Province of Québec or any agency of it.

4.2 Either party may terminate this Agreement by providing written notice to the other party at least six months in advance.

4.3 Any provision in this Agreement may be amended by mutual written agreement of the Parties.
