Cooperation agreement between the Government of Ontario and the Government of Québec on youth

THE GOVERNMENT OF ONTARIO
represented by the Minister of Children and Youth Services
(herein referred to as "Ontario"

AND

THE GOVERNMENT OF QUÉBEC
represented by the Prime Minister, responsible for Youth Issues, and by the Minister responsible for Canadian Intergovernmental Affairs, Aboriginal Affairs, Francophones within Canada, the Reform of Democratic Institutions and Access to Information
(herein referred to as "Québec")

 Herein referred to as "the Parties".

WHEREAS, in the context of the Ontario-Québec Cooperation Protocol, the Parties wish to acknowledge the importance of their historical relationship and recognize that cooperation can contribute to improved public services in both provinces;

WHEREAS, according to article 2.4 of the Protocol, the Parties identify youth exchanges as an area of cooperation;

WHEREAS the Parties acknowledge the importance of youth social well-being, youth integration into society and reducing youth exposure to risk;

WHEREAS the Parties intend to share information and best practices on Québec and Ontario youth programs and initiatives aimed at facilitating the actions previously identified;

THEREFORE, the Parties AGREE TO THE FOLLOWING:

1. PURPOSE OF THE AGREEMENT
The Parties agree to work cooperatively to share information and best practices on issues of mutual interest related to youth.

2. AREAS OF COOPERATION

The Parties agree to share information and best practices about the following:

2.1. Youth Programs and Services

  1. Québec « Gangs de rue » Plan of intervention 2007-2010.
  2. Ontario programs and initiatives for at-risk youth within the Youth Opportunities Strategy, including the following:
    1. Youth Outreach Worker Program;
    2. Ontario Summer Jobs for Youth Program;
    3. Youth in Policing Initiative.
  3. Québec programs and initiatives for youth participation in society, within the Québec Youth Action Strategy 2006-2009, including:>
    1. The Québec Ideo 16/17 Program; and
    2. The Citizen Participation Agent in each of Québec's Regional Youth Forums.

2.2. Youth Exchanges
The Parties agree to examine relevant approaches or models to have youth exchanges in both provinces.

3. IMPLEMENTATION

3.1 The Parties will each designate an official in charge of the application of this Agreement.

3.2

The Coordination Committee established under the Ontario-Québec Cooperation Protocol will cooperate with the officials designated in the specific agreements.

3.3 The designated officials will provide regular progress reports and updates to the Coordination Committee, as requested by the Coordination Committee, and in advance of its scheduled meetings.

4. GENERAL PROVISIONS

4.1 Nothing in this Agreement derogates from the powers, rights or privileges of the legislatures or governments of Québec and Ontario, including any powers, rights or privileges relating to language, nor can it affect the interpretation of any legislation, regulation, by-law or order made under an Act.

4.2 Either party may terminate this Agreement by providing at least six months written notice to the other party.

4.3 The Parties may amend any provision of this Agreement by a written agreement signed by each party.
