Deputy Minister appointments

Premier McGuinty announced the following Deputy Minister appointments.

Premier McGuinty announced the following Deputy Minister appointments, effective immediately unless otherwise noted:

  • Kevin Costante as Deputy Minister of Northern Development and Mines, effective July 21, 2008. Mr. Costante is currently the Deputy Minister and Associate Secretary of the Cabinet, Policy, in Cabinet Office. Mr. Costante was formerly the Deputy Minister of Community and Social Services and Deputy Minister of Training, Colleges and Universities. He has also served as the Assistant Deputy Minister, Program Management, and Assistant Deputy Minister, Social Assistance and Employment Opportunities, Community and Social Services. He has held a number of senior executive positions in the ministries of Community and Social Services, and Treasury and Economics. In Saskatchewan he worked in the departments of Finance and Education, and at the Employment Development Agency. Mr. Costante has a BA (Honours) and a Master of Public Administration from Queen's University.
  • Giles Gherson as Deputy Minister and Associate Secretary of the Cabinet, Policy and Delivery, effective July 29, 2008. Mr. Gherson is currently the Deputy Minister and Associate Secretary of the Cabinet, Communications, in Cabinet Office. Mr. Gherson was formerly the Editor-in-Chief of the Toronto Star, Editor of the Globe and Mail's Report on Business and Editor-in-Chief of the Edmonton Journal. He was a columnist with Southam News Services, the Financial Times of Canada and the Financial Post. He was Principal Secretary for Social Security Reform in the federal government's Department of Human Resources Development. He has a BA (Honours) from Queen's University.
  • Jay Hope as Deputy Minister of Correctional Services, Ministry of Community Safety and Correctional Services. Mr. Hope is currently the Deputy Minister of Emergency Planning and Management, Ministry of Community Safety and Correctional Services.  Mr. Hope formerly served as the Commissioner of Community Safety in the Ministry of Community Safety and Correctional Services. He has been the Provincial Commander of Traffic Safety, Commander of the Eastern Region and Chief Superintendent/Director of the Human Resources Bureau, and Regional Commander for the Greater Toronto Region of the Ontario Provincial Police. He has a BA in psychology and criminology from the University of Toronto.
  • Carol Layton as Deputy Minister of Revenue, effective July 21, 2008. Ms. Layton's most recent appointment has been as the Deputy Minister of Public Infrastructure Renewal.  Ms. Layton was formerly the Deputy Minister for Results Delivery in Cabinet Office, Deputy Minister of Citizenship and Deputy Minister Responsible for Seniors and Women's Issues. She has also served as the Assistant Deputy Minister, Program Management and Estimates, Management Board Secretariat. She has held senior management positions in the ministries of Health and Long-Term Care, Finance, Attorney General, and Treasury and Economics.  Ms. Layton holds an Honours Bachelor of Environmental Studies from the University of Waterloo.
  • Angela Longo as Deputy Minister of Small Business and Consumer Services, effective July 21, 2008. Responsibility for consumer protection services is transferred to this ministry from the Ministry of Government and Consumer Services. Ms. Longo is currently the Commissioner of Revenue with the Ministry of Revenue. Ms. Longo was formerly the Assistant Deputy Minister for the Smart Card Project at Management Board Secretariat and the Assistant Deputy Attorney General with the Family Justice Services Division with the Ministry of the Attorney General. She has a Master of Political Science and an Honours BA in History from the University of Western Ontario.
  • Ronald James McKerlie as Deputy Minister of Government Services, Secretary of Management Board of Cabinet and Associate Secretary of the Cabinet, Centre for Leadership and Human Resource Management. Mr. McKerlie is currently the Acting Deputy Minister of Government and Consumer Services. Mr. McKerlie previously served as the Corporate Chief Information and Information Technology Officer and Chief Strategist, Service Delivery at the Ministry of Government and Consumer Services. Mr. McKerlie was formerly the Vice President of e-Business at Rogers Communications. He was also Vice President of Electronic Banking, Vice President of Smart Cards and Vice President of e-Business at the Bank of Montreal. Mr. McKerlie holds a Master of Business Administration from Dalhousie University and is a graduate of Harvard Business School's Advanced Management program. 
  • Deborah E. Newman as Deputy Minister of Community Safety, Ministry of Community Safety and Correctional Services. Ms. Newman is currently the Deputy Minister of Community Safety and Correctional Services. She has previously held numerous senior positions in Community Safety, Correctional Services and Youth Justice Services. She has also held senior management positions in Alberta's Correctional Services, and the federal Department of Correctional Services. Ms. Newman holds a BA in psychology, and an MA in criminology from the University of Ottawa.
  • Saäd Rafi as Deputy Minister of Energy and Infrastructure, effective September 2, 2008. Mr. Rafi is currently the National Infrastructure Advisory and Project Finance Practice Leader at Deloitte. Mr. Rafi previously served as the Deputy Minister of Transportation and the Deputy Minister of Community Safety in the Ministry of Community Safety and Correctional Services. He was seconded to the Ontario SuperBuild Corporation, Ministry of Finance, as Vice President, Public/Private Partnerships and Assistant Deputy Minister, Hydro One. He has held a number of senior management positions in the Ministry of Transportation, Cabinet Office, and the Ministry of Economic Development, Trade and Tourism. Mr. Rafi holds a BA in Psychology, an Honours BA in Law and Criminology and a Master's in Public Administration from Carleton University.
  • William Robert Stark as Deputy Minister and CEO, ServiceOntario, Ministry of Government Services. Mr. Stark is currently the Chief Executive Officer of ServiceOntario with the Ministry of Government and Consumer Services. Mr. Stark was formerly the president of PlayCentric Corporation, the Vice President of Customer Care with Rogers Communications, and Senior Vice President of Electronic Financial Services and Customer Service Centres with Scotiabank. Mr. Stark holds an Honours Bachelor of Science from the University of Toronto, and is a graduate of Harvard Business School's Advanced Management program.
  • Peter Wallace as Deputy Minister of Finance and Secretary of Treasury Board, effective September 15, 2008. Mr. Wallace's most recent assignment has been as the Deputy Minister of Energy. He was formerly Deputy Minister and Associate Secretary of the Cabinet, Policy, in Cabinet Office and held Assistant Deputy Minister positions in the Ministry of Natural Resources, Cabinet Office and Management Board Secretariat. Mr. Wallace has a BA Honours in Political Economy and a Master of Public Administration from the University of Toronto.
