Deputy Minister Appointments

Office of the Premier

Premier Dalton McGuinty announced the following Deputy Minister appointments today, effective March 26, 2012 unless otherwise noted below:

  • Alex Bezzina becomes Deputy Minister of Children and Youth Services. Bezzina is currently Assistant Deputy Minister of Health Systems Accountability and Performance in the Ministry of Health and Long-Term Care. He was formerly the Assistant Deputy Minister of Operations in the Ministry of Community and Social Services, Assistant Deputy Minister of Human Resource Strategy and Policy Division in the Ministry of Government Services and Acting Assistant Deputy Minister of Strategic Planning and Elementary/Secondary Programs in the Ministry of Education. He holds a Bachelor of Arts from the University of Western Ontario and a Master of Divinity from the University of Toronto. He also has a Human Services Management Certificate from Queen's University and an Executive Leadership for HR Professionals Certificate from Rotman School of Business.
  • Kevin Costante becomes Deputy Minister of Government Services, Associate Secretary of the Cabinet, Queen's Printer for Ontario and Secretary of the Management Board of Cabinet. Costante is currently Deputy Minister of Education. He was previously Deputy Minister of Northern Development and Mines, Deputy Minister and Associate Secretary of the Cabinet, Policy in Cabinet Office and Deputy Minister of Community and Social Services and Training Colleges and Universities. He has also served as the Assistant Deputy Minister, Program Management and Assistant Deputy Minister, Social Assistance and Employment Opportunities, Community and Social Services. He has held a number of senior executive positions in the ministries of Community and Social Services and Treasury and Economics. In Saskatchewan, he worked in the Departments of Finance, Education and the Employment Development Agency. He holds a Bachelor of Arts (Honours) and a Master of Public Administration from Queen's University.
  • Serge Imbrogno becomes Deputy Minister of Energy, effective April 2, 2012. Imbrogno is currently Assistant Deputy Minister of Corporate Electricity Finance in the Ontario Financing Authority. He formerly acted in this role and was the Director of Electricity Finance in the Ministry of Finance and the Ontario Financing Authority. He also held senior positions in the former ministries of Industry, Trade and Technology and Consumer and Commercial Relations and at the Regional Municipality of Hamilton-Wentworth. He has a Bachelor of Arts (Honours) in economics and history from McMaster University and a Master of Arts in economics from the University of Western Ontario.
  • Laurie LeBlanc becomes Deputy Minister of Aboriginal Affairs. LeBlanc is currently Assistant Deputy Minister of Employment and Training in the Ministry of Training, Colleges and Universities. She was formerly Assistant Deputy Minister of Policy and Strategic Planning in the Ministry of Community Safety and Correctional Services and Assistant Deputy Minister of Communications in Cabinet Office. She held senior executive positions in the Ministry of Municipal Affairs and Housing and in Cabinet Office. She holds a Bachelor of Journalism and a Master's degree in political science from Carleton University.
  • Stephen Rhodes becomes Deputy Minister of Correctional Services, effective May 1, 2012. Rhodes is currently Associate Deputy Minister in the Ministry of the Attorney General. He was previously Assistant Deputy Attorney General and CAO, Corporate Services in the Ministry of the Attorney General. He also held senior positions in the Ministry of the Attorney General, the former Ministry of Housing and Management Board Secretariat. He holds a Bachelor of Arts (Honours) from Wilfrid Laurier University and a Master of Science in planning from the University of Toronto.
  • George Zegarac becomes Deputy Minister of Education. Zegarac is currently Deputy Minister of Children and Youth Services and was previously Deputy Minister of Agriculture, Food and Rural Affairs. He was formerly the Assistant Deputy Minister of Strategic Planning and Elementary/Secondary Programs in the Ministry of Education and Acting Deputy Minister of Education and has held Assistant Deputy Minister positions in the Ministry of Health and Long-Term Care in the Community Health and the Integrated Policy and Planning divisions. He has also held senior executive positions in the Ministry of Health and Long-Term Care and the former Ministry of Environment and Energy. He holds a Master of Public Administration from Carleton University and a Bachelor of Arts (Honours) in economics and political science from McMaster University.
