Joint Declaration Between the Ministry of Environment and Natural Resources of the United Mexican States, the Government of Ontario, and the Gouvernement du Québec

The Ministry of the Environment and Natural Resources of the United Mexican States, the Government of Ontario, and the Gouvernement du Québec (hereinafter "THE PARTNERS"):

INSPIRED by the spirit of cooperation and the strong ties of friendship that unite them;

RECOGNIZING the magnitude of the consequences of climate change and the urgency of adopting measures to reduce greenhouse gas emissions;

DETERMINED to reach the ultimate objective of the United Nations Framework Convention on Climate Change and support the implementation of the Paris Agreement;

CONSIDERING their common goal of working to encourage a transition to a low-carbon economy;

DRAWING ON the cooperation established in matters of the environment and the fight against climate change between the Ministry of the Environment and Natural Resources of the United Mexican States and the Gouvernement du Québec;

BUILDING ON the existence of cap-and-trade programs for greenhouse gas emissions established by the Gouvernement du Québec and the Government of Ontario through the Western Climate Initiative;

CONSIDERING that the Ministry of the Environment and Natural Resources of the United Mexican States has undertaken to develop a pilot project to establish a carbon market;

AGREEING on the need to act with other partners in a coherent and integrated manner in the fight against climate change, including the use of carbon market instruments, with the goal of reducing greenhouse gas emissions while maintaining a fair and competitive economy;

DECLARE the intention to strengthen their cooperation in the fight against climate change, and more specifically:

i. THE PARTNERS wish to deepen their collaboration by conducting cooperation activities on carbon markets with the objective of reducing greenhouse gas emissions.

ii. THE PARTNERS intend to share information and best practices on the implementation of their respective strategies and programs to mitigate greenhouse gas emissions and to adapt to the impacts of climate change.

iii. THE PARTNERS are determined to jointly promote the expansion of carbon market instruments for greenhouse gas emissions reduction in North America.

iv. THE PARTNERS agree to enhance cooperation for the development, deployment and access to clean technologies.

This Joint Declaration between the Ministry of the Environment and Natural Resources of the United Mexican States, the Government of Ontario, and the Gouvernement du Québec is signed in the city of Guadalajara on August 31, 2016, in triplicate, in Spanish, English, and French.
